a certain benefit for the Provender Horses under their Care Consume
they seem to be Objects for a moderate Licence Duty without which
it it not be to the abuses that are supposed in many
instances to exist; but as these Livery Stables vary so exceedingly as to
the magnitude & accommodation of their Establishments it would
seem to be more equitable to impose a Licence Duty amounting
to a small sum (suppose 1/ or 1/8 on each Stall to be ascertained on
inspection the same as the Kindon by which means each Livery
Stable Keeper would pay according to his Opulence & the extent of
his business. Having no precise Duty upon which an estimate
could be form'd as to the Sum likely to be raise Annually at 1/8
a Stall it is impossible to be either correct or certain as to the actual
produce; but Supposing 700 Livery Stables in Great Britain
averaging 20 Stall each at 1/6 a Stall the Revenue obtained

9th Dealers in old Naval Stores Sail Cloth &c for the purpose for the
purpose of being converted into inferior uses in the same line &
not for making Paper. These Dealers entice Seamen Watermen
&c to Steal and are the Chief cause of the extensive
depredations Committed on Kings Stores and the private property
in Ships in the River Thames and also in some degree in every
Port in Kingdom. The profits in a fair way are estimated at
on 50 prCent are regulations are certainly necessary to keep
these Dealers within the line of honest part of their Trade.

Steal every Old Article which to prevent detection is instantly cut

Sold for making Paper. — The Profit is estimated by intelligent
Persons to run from 40 to 300 pCent and the persons concerned
in it are mostly fraudulent and for want of proper regulations
do a great deal of mischief. It is estimated that there
