A general review of the Revenue likely to arise from the Establishment
of a Police Revenue Board applicable to the Criminal expences of the Nation
and proposed to be Established in consequence of the Boards of Commissioners
for Hackney Coaches and the Commissioners for Hawkers & Pedlars — with
Reasons humbly offered why this proposed Board would prove of infinite
greater advantage to the Public both with respect to productive Revenue
and Police regulations than by the arrangements proposed by the
Finance Committee.
All Branches of Revenue which are in their
Nature combined with regulations of Police require much more attention
and arrangements exceedingly different from the ordinary Branches of
Public Income as the morals of the people and the prevention of Crimes
are intimately connected with the administration and the general
management of this Revenue.
Of this description however of Public income
There appears to be only three different Branches to which regulations
of Police and a System of Vigilance applicable to that object at present apply. Viz
1st Pawn Brokers. Regulated ultimately by 25 Geo 3d Cap 48 (1705)imposing a
Licence Duty of 10£ within the Limits of the Metropolis &
6£ in every other part of the Kingdom under the Management
of the Commissioners of Stamps which Licences yielded in
one Year Net ending 5 Jany 1797 Act — — — — £4590
2d Hawkers & Pedlars First Regulated in 1710 by 9 will 36 27 and afterward by the
29 Geo 3d Cap 26 &35 Geo 3d Cap 91 in which a Licence Duty of 4£
of £9 for each Horse & Mule or other Beast
of Burden that may be used travelling from Town to Town
within England & Wales & the Town of Berwick upon Tweed
(but not in Scotland) which Licence Duties produced in
the Year ending 5 Jany 1797 Net — — — — 3,910
3 Hackney Coaches First Regulated in 1711 & afterwards by various Acts by
which 1000 coaches paying each 10y or 26y Year
(viz 5/originally & 5/ in 1784 were permitted within the Cities
of London & Westminster & the suburbs through which
Duties produced in the Year ending 5 Jany 1797 Net 25,200
