Expence of Punishment

Committee has not had time to bring to light. The
expence of this beverage is not all of it sheer expence:
for part of it is of course drawn back in duties
And if the it is laid in by wholesale, in this
way by good management, but not without, a
considerable saving may is to be made. These are
matters which for want of time Your Committee
has not been able to bring to light: and after this
opinion it seem impossible for them to know
at what value rate to fix the real value of labour
so employd. The notion that labour is not to
be extracted without the materials of intoxication
administered in large quantities is a notion prejudice
that appears to in the eyes of Your Committee not less more favour
unfavourable hostileunfriendly to good morals and true economy
that it is unwarranted by repugnant to experience. In Scotland
— at Glasgow for example an honest husbandman
has not little or nothing more for
the entire support of himself, a wife and three
or four children, than in England is thus wantonly
lavished upon consumed in the administering of
pampering the appetite of a felon who is condemned
to labour in punishment for his crimes.
In the prison at Philadelphia the labour of a
prisoner produces more than the value of his
maintenance: and in that prison fermented no fermented
liquors are unknown. liquor ever gains admittance.
