Expense of punishment

Even the tendency there appears to be in
the climate to promote favour population, and this
accumulation that appears to take place in
consequence, are circumstances which how
desirable acceptable as they would be in every point
of view in a different situation, and
pleasing as they are in a moral point
of view even in this situation here, are concurring
in adding to the formidableness
of the establishment in a financial point
of view. 5765 is the number given as the
total number of Convicts transported, to
which are added Children 93, by which it
is presen meaning doubtless children of convicts
transported along with their parents:
total transported 5858. But on the 22 of Octr 1796
the date of the last returns we find 549
children of Convicts born in the settlement
victualled: and victualled as it should seem
from hence: also 297 free Settlers, and
23 children of free Settlers in part victualled
from the Public Stores: total victualled
in whole or in part at the public
expence 6727. Here then in addition
to between 5 & 6000 a Colony of 3070 Convicts we have a another
Colony of about 1000 Paupers: in
addition to the known and avowed open drain,
we have a sort of covered drain of the nature
of that which constitutes the great grievance
of the Poor Laws. In addition to To a plan of confinement
