5 Mr Bentham's
Penitentiary plan

This provision Mr Bentham would never have
undertaken to burthen himself, nor would he ever
have it ever have entered into his mind to become
a candidate for a situation of so much labour
and responsibility, and of an estimation so
inadequate to its real importance, had it not been
for the new and peculiar principle of architecture,
the Central- inspection principle relied on in the plan of construction for the intended
Building for the invention of which he was principally
indebted to his Brother Brigadier General Bentham is the Inspector General of
his Majestys naval Works, to whom he stands
also indebted for a an equally new system of mechanism,
which being applicable to all the considerable branches of woodwork,
as well as to a most extensive variety of
other works has been so contrived as to afford an
inexhaustible stock of employment peculiarly adapted
to the condition of awkward as well as
unwilling hands.
