Colquhouns Plan a plan
of economy
Were the economy of the measure on the ground of economy to be
judged of by a list which in most branches
of the revenue is a fair very fair one, viz:
the ratio of expence to receipt, or what comes
to the same thing the difference betwixt gross
receipt produce and neat return into the Exchequer,
it would indeed present itself in no very favourable
point of view: the expence might amount be found
to rise as high as to 15, 20 per Cent upon the gross receipt or
it is difficult in certain events to say how much more. But
the measures institutions from whence this branch of revenue
is proposed to be derived are such no other than as would
still possess a well grounded claim to adoption in
the judgment of the Committee, although instead
of a neat profit produce more or less considerable, they
were for a certainty to be productive of
sheer expense.
To the above £15,000 a year or what more
may be necessary will require to be added the
expence of allowances to the Officers belonging
respectively to the two existing Boards of which the business is proposed to be
transfered to this new Board. but this is a
head of expence that would equally have
occurred occurr, and occurred occurr in toto were these two
Boards to be suppressed purely and simply, and
without the institution of any other. The selection
of the officers for the proposed new Board
from the officers already attached to the two
existing Boards is a measure that naturally presents occurrs
