The business of the present Bill is to put into a
legal shape a principal

The present Bill exhibits part of a system
the foundations grounds of which has been have laid been laid down in the Practise
in the Police of the Metropolis by Patrick Colquhoun Esq: and which was taken has been
in the year 1798 was taken up and recommended by the Committee of the
House of Commons called the Committee of Finance,
and which in the course of the its passage progress through the
Committee and since, has received addition from
his own and other hands.

It consists The matter of the present Bill is composed of two main branches, distinguishable
from one another — in conception at
least, and by possibility in practice — an extensive
licencing system, upon the principle of the
existing Alehouse licencing System for the licencing of Public Houses and the establishment
of a different an appropriate authority — a new Board, for the
granting of the licences in question, and for other purposes.

The institution of a Board had not presented itself—
at best and as likely to be adopted <add> under the nature of probability as as presenting any probability
bringing with it preventing any probability of being adopted, to Mr
Colquhoun himself: the suggestion to this effect originated
with Charles Poole Esq.r one of the Commissioners
of the Hawkers and Pedlars Office: who observing that the
Board of which he was a Member was recommended pointed out
by the Committee as [+] [+] one of two Boards Officers (that for superintending the conduct of the London Hackney Coach o and Chairmen being the other) the sacrifice suppression of which was appeared to be called for by considerations of economy a prefer for sacrifice called and doubtless
(it might & will be deemed a proper sacrifice) to
