In the existing Acts no provision is made for
this occasional demand for a double licencing: inves scrutiny into character: the provision is
therefore in that behalf imperfect. This imperfect
provision is however what I have copied, because in so doing, I had precedent to bear
me out. In the other case, I should have had
no such practice, and the complication that would
have been necessary to execute corr supply
the deficiency, would on account of its novelty
have stood but an indifferent chance of being
well received. But the defect being having never been pointed out,
whether it should the correction of it shall be
attempted, rests with those to whom it belongs
to judge.

The practical result probable influence result of theis defect in question
with regard to in regard an to practice, seems to be this: viz:
that (especially if the certificate be required) it will be extremely
difficult for a man to get a licence in
any place fresh place of residence. The effect of
this difficulty upon the whole will perhaps not be very prejudicial
to the community at large: since by this
means though honest men will in certain occasions in some instances
be excluded, rogues and vagabonds will be so will fugitive malefactors in other
excluded with them. instances.

With regard to Upon the result whole, whatever may be the degree of strictness that
may comes to be observed, both sides will the effect will be of
a mixed nature, the advantage lost in one way being
have their advantage and their disadvantages
compensated in another: the greater the strictness, so much the better in point of with a view to
police; the less the strictness, so much the better for the with forrevenue. a view to revenue.
