7. With a view Were it only with a view to the provision stock
provision requisite for the purposes of national defence, it would be
highly useful that Government should be possessed of
exact and constant information of the stock
in hand and of this necessary article, and of the supply capable of being procured
within a given time.

(a) The observation what may present itself on the other side
is that a tax laid upon this or any other species of
information operates has a prohibitive tendency
with regard to the exertions of those from whom
the information is to come: so as much as the the amount
of the tax the payment of which is to accompany the information is as it were a penalty imposed on those
it to the act of furnishing it. This much
is true: and the effect is, that on this account the with the tax information
will be apt not to be quite as compleat: as one
would wish to find it But without the tax, there would the
information would not be to be had at all. The trouble of
giving the information is itself a tax, so that without compulsive
measures it would not be obtained: hence it becomes necessary [+]
[+] to add to this laborious duty, a pecuniary duty, the produce of which will serve to pay the man of finance for lending the assistance to the enforcement of both measures together.
