So far as information
is concerned
the proposed Law is no more than
Statute of Winton
modernized

Constitutional in the most perfect degree, and
in every point of view, the proposed system plan
subject is warranted not only by the most
sacred precedents as to that aspect of it which
looks to the keeping of the means of offence out
of improper hands, but by the most ancient
and venerable precedents, as to that part of it
no institutions which regard the obtaining and
maintaining an acquaintance with keeping in view the stock
of the means
keeping in perpetual view the stock of the implements of national defence existing in
national hands. After It is after making it a matter
of obligation to the subjects to be provided with
the arms shown therein specified [+] [+] as being suitable to their property "in lands and goods", (that to use the words afterwards employ'd by as being to use the
words of
the Bill of Rights "suitable to their conditions"
that the Statute of Winton (13.E.L. Stat.2.c.6.)
goes on and provides "that View of armor be
"made every year two times. And in every Hundred
" and Franchise two Constables shall be chosen to
"make the view of Armor, and the Constables aforesaid
"such shall present before Justices assigned such defaults
"as they do see in the Country about Armor
".... and also shall present all such as do lodge
"Strangers in uplandish Towns, for whom they will
"not answer: — [+] "and the Justices assigned shall present at every Parliament unto the King such defaults as they find, and the King shall provide remedy thereon" . Thus far the ancient and truly wise <add> and provident Statute of Winton — In the proposed modernisation
of it, accommodated to the times, it what is proposed
is that "View of Armour be made" every Year
not "two times" (as in the ancient) but one time only.
