of 5th March 1795 the French Commander in Piedmont
"General Grouchy, had published a Proclamation declaring

the principle of the measure, there stands no difference
between French and English and French Police may
be perfectly agreed without departing from their respective
characters; security is and ought to be equally the
object of both: the only difference is in the application
English Police indicates lays upon a man as being what he contents itself with laying upon
is — doing what he does. to government a mans motives and proceedings which draw
all danger from him is at an end: French Police, to make
sure wish cuts his throat.
