Were the ends of Punishment effected attained as
effectually , and at as little expence by
supposing chasing any other object as well
as the offending party , there would be nothing
to say against that such a choice.
Punishment however is conceived to belong
as it were to the party committing
the obnoxious act, to exclusion of all others:
where any other is chosen for the object :
such other is said to suffer in the offender's
stead: the Punishment is called Vicarious
Punishment.
Punishment , is conceived I say , by the
generality of men to belong be appropriated to the offenders.
They feel a repugnance at the thoughts
of its being transferred imposed on any one else.

Vengeance is still the idol mark of the
multatude : it is that which they pursue
themselves in the punishments they inflict , &
that which they expect to see pursued by others :
They It pervades their whole system of ratio , and secretly governs all their judgements.
