to give turn the scale in favour of which of the two parties

would be to establish a precarious and indecent scramble

seems full as probable an High-Constable, if indifferent,

Two meetings are accordingly holden in consequence.
One set of Publicans get licenses at one, and another
at another; of which in such circumstances, those it is
probable would be licensed at the one, that would be rejected

valid, or both void, or those granted at one, & which
