- whether it belong to a single individual, to an assemblege
of individuals, to a body corporate, to the government
or to the public at large:nor in short in what man
ner the property of it be parcelled out.

Here is the place for the Game Laws to come in. If it be thought ^ fit proper to give the property
of certain wild animals wherever found to the own
er of the soil, the taking them under the crimina
tive circumstances of theft, will be perfectly of the
nature of theft. If it be thought fit to bestow it upon parcel it
out among any numbers of persons of a certain description
indescriminately^ to by giving the property of every such animal to whichever of such persons can first receive it, the case is perfectly the same. Which
of these dispositions is the most expedient, or whether
there may be^ and what other that would be more so, are ques
tions that belong not to the criminal penal branch of the
law, but to the laws of Property.
