not being understood to be any part of the design of those who
introduced the Law to abolish it [I mean the Custom]
and the words of the Law not being precisely levelled at it.
The Magistrates whose custom it had been, were naturally
disposed to give such construction to continue it, and in that view to give
such a construction to the Law, as had it not
been for the Custom, they probably would probably not have been
that which they would have first pitched upon.
