Of Punishments
in some degree to moderate his resentment any indignation that he

To form a well-grounded and candid judgement
of the propensity of any mode of punishment here proposed
There is but one method, which only method in that, is this : first
to examine the general principles I have laid down
for determining the choice of punishments as
if no fault be found in those principles, then
to observe how best the particular punishment
proposed in the case in question is conformable
to them.
