Of Theft or Stealing

When he could not have got it by any industry
he was master of, so that were he to get it at
all it must be by theft or some such dishonest
practise. The for The greater part of the thefts
that are committed seem to come under the former
case: to avoid the trouble of working men taken to
the more operation of stealing. The punishment
of being obliged to work is more particularly
suited to a man who steals through idleness:
in the way of deteriment as being galling him in a part in which
he is particularly certain of being by in
this way of information as tending to correct his
obnoxious ^ disposition habit by the opposite habit its contrarys. As to those
who steal through covetousness, for their case
pecuniary punishment is the punishment most
particularly adapted: and it is on this account
that so much of the punishment as
in labour is allowed to be commuted for
money.
