a man to observe it, by his ommitting to annex any other penalty he is naturally understood to be a kind of notice tacit warning to the community at large to take the punishment of the offence execution of the law into their own hands. 3. By Exhortation

3. If the ordinance be accompanied by an expreſs exhortation to obey it, or, what comes to much the same thing, if the terms in which it is delivered savour of exhortation, this is another and more expreſs declaration of his persuasion of the utility expedience of the ordinance he promulgates.
