5. Because of the chance there is that the offender
may have contributed purposely to the calamity
by which he profits. It is but too certain that
housesare but too often set on fire with
the most atrocious view: at the same time
the act of incendiarism is commonly very
diffiuclt to prove. Thus The extra punishment
in this case may therefore berearded as a sort of punishment
for incendiarism mitigated

the poeple capable of such dark acts of heroism as to
subject expose themselves to the rigours of the law from
principles of benevolence,it shows that the Legislator
has a good opinion of them the first of praises the praise of benevolence:
and by so doing invites them to deserve it.
