12) Observations.
In speaking of the "Minister" of the Parish as one of the persons
who may give the certificate, I have prefixed the word
"resident": the reason is too obvious to need explaining.
The words in the Act on this behalf are Parish or Place: the
word Place put to comprehend such Divisions Districts of any other denomination as may correspond
to Parishes, which it may easily be understood to do
when thus immediately following that word. Dr Barn however Tit. Alehouses p. 26. No.3. Ed.12. has used it alone, omitting the word "Parish": by which means the sense is obscured, & would be utterly
lost, where were it not for the words "Minister and Churchwardens
and Overseers" which indeed do intimate the place
to be a parish: at the same time that between
them and the word place a denomination of persons that
bears no reference to parochial division is interposed.
His words are - "under the hands of the Minister and the " major part of the Churchwardens and Overseers, or
"else of three or four reputable householders of the
"place".
