obvious result of the disquisitions observations laid down
in at the outset respecting the motives [of actions]
& [their ] consequences. The business is to attack
the evil in it's source: that is in it's cause
how the causes of crimes as of all other actions,
are motives:

Legislation considered with regard to the means method

or transcendent.

Indirect legislation may assist Direct, but can not supersede
it. The one and the other must go hand
in hand. The events which call for the infliction
of punishment may be more rare: but punishment
must always be held up.
