13) Observations
of the characters of the persons who ask leave to keep them.
The In the 1st mentioned clause the latter of these considerations,
[certainly not the least material] seems to be utterly
abandoned: in the last mentioned clause it seems to be not
only abandoned, but expressly rejected. reprobated A case is put
that a licensed person dying in or removing from the licensed house, his
a successor is desirous of keeping it on. In this case,
which must needs be a very common one, the act of the
26 of Geo.2d. dispenses with a license altogether till the next
general time of licensing; the requiring only a certificate. The act of
the 29. of the same reign goes further, & dispenses even
with the certificate. Thus in the after all the anxiety
about testified to ensure the good character of persons of this occupation,
the note is on a sudden changed, and for any time
less than a twelvemonth the door is thrown open to
persons of without any character: to persons who having nothing have been
to bring candidates and refused, to persons who being of desperate fortunes, & having nothing to
lose may burrow in a vacant house as in a privileged
place, and under shelter of the Law make their profit
for that time (and so as often as they can meet
with a vacant house,) by all sorts of irregularities.

It is a curious and not an unuseful speculation, amusement, from
the written expression of the Legislator's Will to find
a path to the turn & situation of mind that dictated
it. In this view I should suppose it was the Financier
who had been all along most active in this business: &
