With respect to certain goods even after they have got out
of the power of the proprietor, something might be done
towards prsecuring his property in them, by throwing
difficulties in the way of their disposal, so when acquired
by dishonest means. The Tradesmen who deal in
them might be precluded from purchasing them but
under conditions similar to those already intimated. The
hardship which such a restriction would unavoidably impose
on them, does not seem however to be of a very formidible
nature: for the purchasing of goods,at second hand and in
the retail way is an incident that comparatively speaking
can not happen very often: The bulk of a retailers
stock being commonly purchased from wholesale dealers
with whom he is perfectly well acquainted. It is obvious that Pawnbrokers
must also be included in the same restriction.
The inquiries which it would be necessary to request them
to make are no other than such as a spirit of honesty
and a regard to their own characters commonly enough puts
reports to into the mouths of traders without law the coercion of law. A set
of books, the details of which it is not necessary to particularise
