Radicalism not dangerous

XIV II. Nature of the case
1 §.2. VIII. Authorities repugnant

§.8.VIII Concurrence of any constituted authorities impossible.

Be the plan of partition what it may, if the effect and benefit of it
is to be more than momentary, the necessity of the a concurrence,
with in the first and that a preserving one — of the constituted authorities, for the time being, have
been already brought to view. (§.1.) Here then if the pile of
impossibilities is not yet high enough — here then is another
stage to add to it. The constituted authorities, by which
the scheme will be to be carried into effect, will either be the
existing set as they stand at present, or a new set. As to
the existing sta set, the least objectionable plan being what it has been shewn
to be, a concurrence on their part will would scarcely be expected.
Some then concurr in the any such of certain
self destruction, they would of course all of them either fly the country, or
die with arms in their hands in their endeavour to resist oppose
the violence of the it. But, how certain certainly so ever,
the in the eyes of the now existing constituted authorities in existence
supposing any advance made in such a scheme their own destruction would be the among the results of
supposing any it, it could not
be more so in their eyes, than it would be so in the
eyes of any person whatsoever into whose hands the
immediately operative powers of government could be have been
come to be transferred.

Will it be supposed that any such supposition be made, as by men or a number competent
A design of this sort agreed upon, and nobody to
to the making any advance in the of such
put the question — by what hands the business would be to be done?
doing, the doing would be agreed upon without any such
A design of this sort thus blindly agreed upon — agreed upon by
question or started — by what hands in the
numbers competent to make serious advances towards the execution
of ruling or managing hands the were
of it? — If any such supposition can be made, it to be . It must be by some Orator, by whom
a correspondent conception has been formed of the state of the understanding in on the
part of the swinish multitude: my powers are unequal to it.
