§. Diverting the current of the desires

In Education, diverting
the minds of youth from
criminal pursuits

It is the part of direct and indirect legislation to combat
such desires as are pernicious, by means of prohibitions and penalties
levelled at the pernicious practices to which those desires give birth to. It is ond part of indirect legislation
to undermine the
influence of such desires
by giving support and
nourishment to the less
dangerous desires which
are their rivals: [to divert
the current of the desires from
object in the pursuit of which
men are more apt to be
led into the track of delinquency, to other objects which
are less liable to in danger oflead
into that track.]
