the alscrission goes a little farther, it
had the effect which is here in view. Whether
it would have been eligible on other grounds, I
shall not here enquire. It seems at any rate more
eligible than the present punishment of death.
But this line of policy seems hardly to
rataless the limits of direct and ordinary legislation.
