1. Poisons
[Circulating] instructions giving an account of the various
species of substances that are capable of being employd producing the
effect of in the way of poison, with the means of detecting
them and the method of cure.  Were instructions
to this purpose circulated promiscuously among
the people, more mischief perhaps might be done
than good by the intelligence.  The means of detection
 are not always in every instance so clear as explicit as
to put render the matter clear to unintelligent and unexperienced 
eyes: nor are either the cure of the
mischief or the discovery of the offender certain
consequences of the discovery of the fact. This therefore
does not seem to be one of those cases in 
which the mischief danger that may result from the
knowledge of the means of doing evil mischief deposited   
 in
the breasts of a the few is dissipated by making exposing 
betraying uncovering the secret 
and  exposing it
 that knowledge to the open air.  The means of
hurting would be surer perhaps of finding application
 than
