For my part, so long as I have known what what a Board is the
and to what a Court is difference in this re3spect between a Board and a Court
and assuredly I did had no need of this Act to teach I did not wait for this Act to learn it
it me. I should never have thought of giving it would never have entered into any design of mine
or having a power of that nature to a Board, i.e. I mean
to a set of functionaries who formed in the constitution<lb?>of their authority a warrant for acting in the character
of a Board. I should never have thought of committing
it to my authority, that with the name did not receive, as of course the habits and of a Court the mode of acting,
thinking and speaking that is understood to belong to a
Court.

Under the name of a Board it never would have<lb?>entered into my conception but that, sooner or later they
would fall into those habits which are rivitted into
very nature of all those of men in power whose the composition/constitution of all Boards, in so far as their the proceedings
are carried on within them screened from public view: it would never
have entered into my conception, but that at the <gap/.
of opportunity, duty in whatever shape would then be in such a situation
be offered as a sacrifice to personal convenience.

On In the occasion department in question, duty I have already
had occasion to state< represent as being divided dividing itself into two tranches:
duty to the public [in respect of the public purse] and
duty to individuals as in the character of Accountants
in respect of those two branches, the first mentioned, and being
that the main branch was the way abovementioned
saved or endeavoured to be saved from sacrifice, though as
already observed by no means in the most eligible manner,the expedient employed
being that of
the mode by which the saving the having having been effected by abridging pro tanto
the power, and with it the utility of the establishment.
