Conclusion
Dignity of the
policy here explained

Thus far I have proceeded in my endeavour
to lay ransack the storehouses treasures
and lay open the mysteries of [legislative] policy. And of what policy?
[I mean always of that sort of policy
which operates in the way of legislation and
is grounded on the principle of utility:] [not the
art of tricking over-reaching and cajoling] not the art policy of dealing
with A & B individuals [Doe & Roe], but the art of giving a form
and colour
[giving a bias setting a lead moulding into form]
to the [manners] conduct and characters of nation: not the
art of policy artifice of the moment, but the policy of ages:
not the art of or over-reaching and cajoling [men], individuals but
the art of making [them] happy: not the art of pursuing
the petty personal interests little selfish personal exclusive interests of the sovereign,
but the art of promoting the grand and
comprehensive wide-extending interests of those for whom he is
in trust: [in a word] in fine [not the policy which can which shuns
the light, but that which courts it:] not the policyshuns the light, but that which courts it.
