general idea of control, inspection, together with the system of
mechanical inventions by which employment was to be found for
such of the Prisoners as could not be employed in works they had
been accustomed to, had originated: and whose life interest
in the concern was, according to the terms agreed upon + made
to succeed mine. He is at present stationed at Queensborough or Sheerness:— his time altogether engrossed, as I understand
by urgent official business. In respect of prices of materials and
labour, and the assurance of no unnecessary enhancements by
sinister professional interest, this and my dependence was upon
a most ingenious as well as trustworthy man, at that time
Architect to the Naval works, a Mr Bunce, who is since
dead.

It had been settled by me with him, and to his perfect
satisfaction that whatsoever remuneration he was to receive
for his part in the business should be not in the usual shape
of a percentage in the expenditure, but in the shape of an aAnnuity, which
was not to commence till the means of payment had been contracted
from the concern by sucess. Besides the inbred probity
of which from intimate acquaintance I had derived full assurance,
it was thus by the terms of my engagement rendered his interest
to put the compleatest exclusion possible upon all unnecessary expence.
—It was upon the ground of his continual assurances, together
with those of my Brother that I in my ignorance ventured to
charge myself with the expence of erecting the necessary buildings
for so small a sum as £27,000, money of that time.
