operations necessary. s. In Creolia, census must be taken (an.30) For the number of Creole Deputies (31.) depends on d. of souls - s. 1070,000. In Spain, the number is determined by the census of 1791 (30.) but, per do, it is left uncertain whether, in any and what Creolia provinces, there is one.

Per art 13. "object of government ... welfare of individuals of which society is composed" ie. of all where all agree: of the greatest number in case of conflict; if, in judgement of greatest number, it is better the seat should be elsewhere than in Spain.

country: the tables will be turned: so Creolian relief will be sought out at the expense of Spain.

1. Set the prosperity of Creolia
go on unimpeded? If then obtains the superiority.
2. Endeavour to impede it to keep Creolians, weak, poor, and blind? sad, were they willing: secretly would they be able. As above, without blinding Creolia, they would not blind Spain.
