Art.5. Receivers and
Payers of public money

Art. The persons by whom public money is received paid and
those by whom it is paid shall they be the same or deficient?
Answer. They can not be in all places every where be the same. The
Metropolis is the place in which payment, the greatest aggregate
of payment, and particular payments in the largest sums will
have to be made. To obtain money for these payments at
