No disposition, towards proceeding in the business, was (to
my apprehension at least) expressed: and as the reasons, such
as they are, that were given, for not having done any thing
as yet, were such as apply equally to the not doing any
thing at all, it seemed necessary for me to make this
my humble Report to Mr Secretary of the Treasury, that
whatever is proper may be done. (c)

Of course nothing at all was done.
