Art General as Judge as per Ch. XI. §.

1. Preserving for ever from deterioration whatsoever symmetry
comes to have been established as between the several Codes in the §. Pannonion and their several parts. 2. It is for for The want of such an institution that the condition of France, after since the prodigious improvement received from Bonaparte's Code of France in respect of law has been continually growing worse and worse. Not so under more than a dozen years have has this Bonaparte these five Codes been in authority, and already the text is overwhelmed and the field is crowded, and the conception of the people perplext, and uncertainty continually rendered more uncertain by swarms of commentaries.
