glance can not upon occasion be bestowed upon them, this naked sketch
must appear to signal disadvantage.

it was proper that whole should be exhibited shewn together.
Cancelling being a speedier process taking less time than the investigation
of deficiencies, over-amplitude and minuteness
of provision has been preferred to scantiness.
My first hope hope wish was, to have done for the present without a Bill: a
Bill being necessary, my endeavour has been to produce
one capable of answering in the best its intended purposes
one adequate to its purpose sufficient for the purpose.
