1826. Nov.r 22d. Review of Humphreys Notaries — 26. For appropriate aptitude in all branches in all Judges, my Constitutional Code provides a 40 distinguishable securities, and mercy scarce one of which, in any tolerably efficient degree, if at all, has place in the case of English Judges.
