The fair and open reply is, that justice and humanity

would be done by, a rule of gold for individuals, is a
rule of glass for Nations. The duty of a King to his subjects
and to the world, is to compass war, by any means, and at
any price; and the less the profit or pretence, the greater
is the glory. To do mischief is honour; to do it slily, darkly, and securely, is policy. The member of troops a nation is able to bring into the field, gives the measure of its power: the member of unprovoked and unrequited injuries it has been able to inflict, gives the measure of its virtue. The true contest among Kings is, who with leash smartto himself shall give the hardest blow? — The King of England — is he not the King of Humphreys & Mendoza? The prowess of Humphreys and Mendoza is it not the object of envy & imitation to the Minister of the King of Great Britain?
