78 Term of service again. As to this point, under Whatsoever security
the mode in question of the existing system, whatsoever security may be regarded as afforded as above, in the indirect
way, by the supposed or alleged qualification in pecuniary
shape, may be seen completely done away in
effect by the smallness of the efficient cause of qualification
coupled with the consideration of the irresponsibility of the person
located locative, as to every purpose of delinquency — and his complete dependance, under completely irresponsible
locating, and at any time at pleasure dislocating,
patrons; — persons, one or two, to wit the Lord Lieutenant of the county
in his community commonly annexed of situation of Custos Rotulorum,
and the Lord Chancellor.

89. Remuneration: Under the in question if the existing system, in show and pretence: none
remuneration none: whence the pretence of saving of expense to the community.
But in effect, by accident, boundless, this same remuneration, and upon the whole,
in a trancendent degree, corruption. Shapes of it, two; the
avowed, and the unavowed: the avowed, namely that of
fees, is constant and certain, applying to each individual in
proportion to the quantity of business done by him; the unavowed,
casual, and not thus all comprehensive: applying
or not, according to the nature of his occupation, or situation,
in respect to pecuniary matters. The avowed, bad: for the
reasons already so fully brought to view: the other, as hath been shown, to
no considerable extent, in respect of the number of
the receivers in a prodigious degree worse.
