1. First, as to the necessity.
What a task is this you have set me? Wanted you say a
Body of Laws, that shall be unlike all others: this you say is what
is wanted for Spain. ⊞ ⊞ Why? Because there are no others that are not miserably bad ones. Nothing can be more true. Such at least is my
opinion as well as yours. But what you are thus calling upon me
for is, the proof of it. Well: if a proof à priou will satisfy you, you
shall have it presently. A proof aposterious; is it that you want of
me? I hope not. As a preliminary, I should have to send you by
post all the laws that ever were made any where: in the next place
a commentary of my own upon every clause in each of them, acknowledging
that there is good in it, but stating what there is bad
and showing why it is bad. Will a sample satisfy you? if
it will, there is one already on the way to you. You may find it
