5 First, as to the Procedure Code. In the cosmogony of the existing
system of Procedure, the two conflicting principles — corresponding Codes, or say the originally
existing evil and the subsequently created good — in a word the portion of a matter stand distinguished. 1. That stiled
so styled regular in that stiled and the summary — have, in the Petitions
for Justice, been continually held up to view.

of procedure, summary mode will be found seen to be four different sets of Judicatoriesries — |
1. Judicatories, constituted by composed of the functionaries stiled

count: but in those cases only, in which, by the exercise
of that authority, continuance and termination, as well,
