Art. 56. 55. Art. 55 Enactive Accordingly, when one year's instruction has been received,
no person, those excepted who are already in office, will be
placed. on the Locable List, unless he has been receiving the benefit
of that same instruction throughout that one year: when
two years, no person by whom it has not been received during those
two years, those persons excepted who are then already in office, of
those by whom the instruction had been received during the first second
year: & so on during the whole of the period: the quantum of appropriate instruction receiving every
year an increase, untill
what is regarded
as a sufficiency has
been received secured
to all functionaries in
all lines: and the door
perpetually shut against
all those, whose inaptitude
stands self-confessed,
and this conclusively proved, by
their shrinking from
the test.
