Art. 21 Art. 21. Enactive, Expositive, and Instructional As to every situation subordinate to that of Minister,
there will be two Locations: the initiative, and the confirmative. Exceptions
excepted, as to every office in his sub-department the initiative Locator
is the Minister: confirmative, the Prime Minister.
