If Obstruction
accompanied with
conspiracy Judge will
declare to that effect and
impose fines according
of frivol groundless applications are with another it shall have
appeared to the Judge that among the applicants in any of the concert for any the production of
delay as above or vexation to the Judge and Judicatory how
had place, he will declare as much, and attach give to the aggregate
of such application the appellation of a conspiracy
a conspiracy for the obstruction of justice and in proportion
to their respective degrees in the scale of affluence pecuniary circumstances give the increase to
