Ch. IX. §.17. Supplement.

To their ears, not only is the sound of
the word reform intolerable, but that of improvement
little less so. In reform and improvement, they
behold two contiguous paths, the same disposition
and way of thinking leading to both: and by self indulgence
in the flowery, the fact may might unawares
be pushed on to strike into the thorny and dangerous
path, with an impetus too strong to be restrained by prudence.

By the greatest happiness principle, not
only is improvement, but reform a vigorously likewise imperiously prescribed.
Should its the fact audacious fact though it were but for a moment,
be suffered to deviate into the track marked out by
that principle, who can say where it they would stop?
As often as, in either shape, Innovation ventures to
peep out, stand they say, (the word of command is heard) as you are. In this word of
command, they behold their motto: – not the less a favourite
for being a military one. In strict obedience
to it, they behold their sole assured means of safety.

For support from abroad, these men
look to the Holy Alliance: at home, to the aristocracy
without doors: nor, in so doing, do they miscalculate.

To the feelings of the Aristocrat, supposing
him unable to remain what he is, – a fraction of a
Monarch, – more congenial is it to be a slave under
a Monarch, than a freeman among freemen.
Under a single despot, to no more than one other will
could his own be subject, while millions of wills may might
be subject to his: in the command enjoyed by him,
during all but a few moments of his time, he beholds a
rich reward for the obedience paid by him during those few.
As to plunderage, power to plunder him the despot would indeed
have, but will or desire, not. To those that he sees, he
gives: it is from those he sees not, that he takes. Small indeed
is the number, darker far than usual the character of
those the despot, to whom a contented is not more pleasant than a discontented countenance.
