any modification of active punishments but that above mentioned:
it being a much more ready way to speak, in the (positive) affirmative way,
of the obligation to do a thing, than in the way of double negation,
by speaking of the loss of the liberty that is the not having
any longer the liberty of not doing it.
The only (cases) case in which it would be natural to use this
mode of expression if any such punishments were separately in use
(are) is where men at large (being) are liable to the obligation not on the score
of punishment, but as a burden which for the purposes of society
must be laid o somebody, a particular class of persons of
