Code should be made
by a Committee of

So a Nocturnal House-breaking
preventative
Code by 12 Nocturnal
housebreakers.
Highway Robbery do
by 12 pickpockets.
Swindling do by 12
swindlers, alias masters
in Chancery.
Female chastity
Code by 12 Procuresses

all those persons not
greater than that of
Judges against the
true ends of justice.

No restraint upon
Judges, but that opposed
by those who
have a community
of interest with them.
