And whereas the fee simple of the said piece of ground will when purchased best according to the powers of the said Statute vested in some Frosser appointed for that purpose by the Kings Majesty his Heirs and or Successors which Frosser may after the decease of the survivor of the said Jeremy and Samuel Bentham be some

And whereas the said Buildings it appears by a Report made to the Honourable the House of Commons by a Committee of the said House and dated the 22nd day of March 1784 it appears, that according to the first estimates made by Messrs Blackburn and Hardrich, Architects of the expence of building erecting a Penitentiary Houses fit for the acceptance of 900 Convicts Prisoners according to the plan presented by the Statute of the 19 of his Majesty chapter 74 the same would have amounted to the Sum of £210,352 making for the said Jeremy Bentham hereby intended number of 1000 being the least number herein intended to be committed to the charge of the said Jeremy Bentham under the said that of the less S 1000 prisoners the sum of £233,724:8:10½,[+] [+] and according to the reduced estimate made afterwards by them the said Surveyors Architects would have for the said number of 1000 have amounted to £183,659:4:9¼, exclusive of the expences of filling up and stocking the same, which could and establishment, all which expences together considering the usual and almost unavoidable difference between estimated and actual expence could not not reasonably be estimated reckoned less than £215,000 in the whole, insomuch that the said Jeremy Bentham supposing him [+]2 [+]2 whensoever he shall have fulfilled the present agreement in relation to the said intended Building with establishment including the fitting up anad stocking the same may reasonably be computed to — have saved to the public 3[+] the 3[+] the public to the amount of £200,000 out of the said £215,000 at the least — And whereas the said sum of £15,000 which being all that remains will remain of the said allowed sum of £27000 after setting apart the sum of £12000 for the maintenance of the said thousand Convicts Prisoners for one year is only not by any means a partial
