and thus, so it has been that the Sovereign has
not been able to apply the labouring power of his subjects
to his own use without defending them from evil at the
hands of these external adversaries. Moreover neither So neither
could he turn such labour to his own account, any
further then as they respectively found themselves protected
against such acts whereby the quantity of it continually
performed would be diminished: hence accordingly the arrangements
having for their object the prevention of such diminution,
and for the purpose such arrangements as had for this
objects so for the end of justice. His claim therefore and
endeavour, in so far as his love of ease admitted of his employing
any
applying to this purpose any of his endeavours, has
caused justice to be done, in so far as by the any other
desire of his were not thwarted.

Meantime at in its nature to such a degree complicated
is the conjunct business of legislation made government in all its branches taken
together legislative and judicative included, that on no other no otherwise
condition could he make and keep on foot the above mentioned
indispensable arrangements without calling in and the assistance
and employing the labour of a particular assemblage class of
person was the and keeping their labour employed upon that subject
matter and directed to that end. Like other labour,
these labourers could not be kept to work without their receiving
the matter for good in of common the several shapes in the way
and for the purpose of remuneration for the service in its various
shapes so evident. Nor yet, as above shewn should could
this indispensable supply be used to find its huge net
coffers without there being allowed by the shrimp to extract
and collect gather it in for the
