His Imperial Majesty the Emperor wrote himself on the original as follows

In obedience According to In consequence of the Your Imperial Majesty's order command I
have conferred had a conference with an Brigadier General Bentham whose come lately arrived
from England, & who has consented to introduce several new
discoveries in Russia, the has , in the first instance,
to establish Pan erect Panopticon Establishment at the
our several Sea ports, commencing by one St. Petersburg, at
the mouth of the River Ochta.
Your Imperial Majesty being already acquainted
with the subject has deigned from the summit of
this Throne deigned to affix the sum of a hundred thousand
Roubles for this purpose. In submitting to your
Majesty's notice, the Plan of the Panopticon building which
I have received from Bentham, I have the happiness I am happy to be
able to of herewith explaining in some measure more fully his ideas
on the excellence merits & utility usefulness of this establishment.
He proposes presumes 1st That as all it is intended that those who intend are acquiring
practical knowledge of in the various arts & manufactures may
also be employed not only in the works of the various acquired
for by the Fleet naval or other Government departments, but
also for in such as are to be sold to the Private individuals as intended & certainly which
with certainty of profit must necessarily be a cause of greater & thereby enable the of Pupils will be less
than any where elsewhere.
