his Minister. Of the Maritime Islands Hidra & Sparta
are under the influence of some rich Oligarchs & the rabble,
& Ipscara is fiercly democratick.

The parties may be said to be 3. First there is Macrocordatoa,
the Oligarchs of the Maritime Islands & some of those
of the Pelloponnese. These & the Legislative Body have too few order & a mild despotism,
either under a foreign King or otherwise. His fathers
stood high but must now change its principles or loose its
power. 2ly There is Collocotroni & some of the Captains &
Some of the Oligarchs of the Mozza who are for power
& plunder. This party is going down hill at a gallop.
And 3ly there is Ipsilanti, Odessea Negria & the Mass who
are now beginning to embrace republican nations
finding they cannot otherwise maintain their power.
Now the question is which of these parties sd an honest
man embrace. And All have stumbled by endeavouring
to buy the best of these factions. I have pursued another
course. Cautiously I have avoided these altho I have
loudly ruled these for their cries & have as loudly
